Terms of Use
Effective October 27, 2026 · Last updated October 27, 2026
These terms apply when you use PanelCensus (panelcensus.com), which is run by Hyder Media ("we"). By using the site you agree to them. When you buy a plan, a file or a feed, you agree to them again at checkout, and we record the version you accepted (this is version 2026-10-27). Our Privacy Policy explains how we handle personal information.
1. Reading the site
The public pages are free to read. Please don't copy the site in bulk with scrapers or bots, get around our rate limits, or probe our systems for weaknesses. If you need the data in bulk, use the API or buy the files; that's what they are for.
2. Accounts
Give us a real email address and keep your password to yourself. A login is for one person; teams use seats. You are responsible for what happens under your account. We may suspend an account that breaks these terms or puts the site or other users at risk.
3. Paid plans
- Plans renew automatically each month or year until you cancel. Prices are shown before you pay, plus any tax that applies.
- You can cancel at any time from your account's billing page. You keep access until the end of the period you paid for.
- Upgrades take effect right away and are charged at once, prorated. Downgrades take effect through the billing page.
- If we change a plan's price, the new price applies from your next renewal after we tell you.
- One-time data files can be downloaded for 30 days after purchase, including any refresh of that file in that window.
4. Refunds
Purchases are final, except where the law gives you a right to a refund. If something you paid for doesn't arrive or doesn't work (a file won't download, a plan didn't switch on), email support@panelcensus.com within 30 days and we'll fix it. If we can't fix it, we'll refund that purchase.
5. How you may use the data
This covers anything you get from the API, exports, bulk files, feeds and alerts.
- Allowed: use inside your own business, by you and the people on your account or team (employees and contractors working for you). You can use it in your own analysis, reports, sales work and products you build, and share findings or small excerpts with your clients.
- Not allowed: reselling, sublicensing, publishing or giving away the files, feeds or API output as a dataset, or using them to build a competing data product or site. Don't share logins or API keys outside your team.
- The underlying records come from government sources and you are welcome to credit them. A mention of PanelCensus is appreciated.
6. Contact details and people in the data
Some records name people or include phone numbers, email addresses or mailing addresses. If you use any of them to contact anyone, you are responsible for doing it lawfully, and you agree to these rules:
- Follow every law that applies to your outreach, including CAN-SPAM for email, the Telephone Consumer Protection Act (TCPA), the FTC Telemarketing Sales Rule, the national and state do-not-call rules, and state telemarketing and texting laws.
- Don't make autodialed, prerecorded or AI-voice calls, or send marketing texts, to a mobile number unless you have the consent the law requires. Check numbers against the do-not-call registries before calling.
- When we send you a suppression update (people or businesses who asked us to remove their details), stop using those details and delete them from your copies within 10 business days.
- Don't use the data as a factor in deciding a person's eligibility for credit, insurance, employment, housing or any other purpose covered by the Fair Credit Reporting Act. PanelCensus is not a consumer reporting agency and its data is not a consumer report.
- Don't use the data to harass, stalk, intimidate or discriminate against anyone.
- Don't sell, transfer or give access to the data to anyone in, or controlled from, a "country of concern" or to a "covered person" under the US Justice Department's bulk data rule (28 CFR part 202).
If we learn that you are breaking this section, we may suspend or end your access, and we may tell the people affected or the authorities. We can ask you to confirm in writing that you follow these rules.
7. Accuracy
The data is compiled from public records and is provided "as is". Government sources contain errors and go out of date, and our scores, estimates and matches are our own analysis. Check anything important against the original source. Nothing on PanelCensus is legal, engineering, financial or compliance advice. If you find an error, tell us at support@panelcensus.com.
8. Our work
The government records themselves are public. The site, its design and text, and our scores, rankings, matching and compilation are ours, and these terms are the licence to use them.
9. No warranty
To the fullest extent the law allows, we provide the site, the data and every paid service without warranties of any kind, including fitness for a particular purpose, accuracy and uninterrupted availability.
10. Limits on our liability
To the fullest extent the law allows, we are not liable for indirect, incidental or consequential losses, or lost profits or data. Our total liability for any claim is limited to what you paid us in the 12 months before the claim, or US$100 if you paid nothing.
11. Your responsibility for misuse
You agree to cover our losses and reasonable legal costs if a claim is brought against us because of how you used the data or because you broke these terms (for example, a calling or email campaign run with our data).
12. Changes and ending
We may update these terms; the date at the top changes when we do, and the new version applies to purchases made after that. You can stop using the site and close your account at any time by emailing support@panelcensus.com. Sections 5 to 11 continue to apply to data you received before then.
13. Law and disputes
These terms are governed by the laws of the State of Hawaii, USA, without regard to conflict-of-laws rules. Any dispute goes to the state or federal courts located in Hawaii, unless the law where you live gives you a right to bring it there. Nothing here takes away rights you have as a consumer that can't be waived.
